Jeep grand Cherokee 95

It wont go into 1st and 4th
gear. Is it necessary  to
replace the Govenor pressure
solenoid, OEM shift, Governor
sensor solenoid filter and my
mechanic  asked me to get
the 9 piece transmission  
OEM as well as the 42RE
46RE Govenor?
