If the anti-freeze is on the power steering belt and belt was slipping then this can be the cause for the hard steering. The power steering has hoses too that may have burst and leaking or pump has gone out and needs replaced. I doubt these two issues happened at the same time but is possible so I will address it. More likely the belt has slipped off or belt is slipping, if belt did slip off or broke then it may have knocked off the Reservoir cap.

Or if drive belt broke or came off then it may have burst the reservoir causing the leak of anti-freeze. If so check radiator hoses too and replace belt with new parts..

Come to find out my tensor broke loosening the belt so the power steering stop working and that also led to the the reserve bottle breaking.
